Vellum Angular Velocity Damping

Since Vellum has had RAP constraints angular velocity damping is a must. This HDA calculates the speed of a piece, and when below a soft threshold calculates the angular velocity from the point velocity and dampens accordingly. It is generally much better than the brute force velocity damping.
